Cotonou: Public Securities Market Meetings (REMTP) – 6th edition
The sixth edition, scheduled for January 23-24, 2024 in Cotonou (Benin), adopts the theme “Development of the bond market in the UMOA zone: which axes of reform?“.
This sixth edition will be an opportunity to address issues such as :
- diversification of products and investors through innovative instruments such as indexed products, sustainable, social and Islamic bonds,
- taxation of securities,
- concrete solutions for the development of the secondary market on the Public Securities Market.
The objectives of the REMTP are as follows:
- Launch Public Securities Market activities for the year 2024.
- Promote a high-level dialogue between market players on the strategic orientations and development issues of the MTP.
- To present, for the year 2024, the economic outlook of the States of the Union, their issuance calendar, as well as their financing strategy.
- To offer stakeholders in the ecosystem a unique platform for exchange and networking.

The role of UMOA-Titres (“UT”) is to assist member states in mobilizing the resources needed to finance their economic development policies on the capital markets, at controlled costs.
As part of the modernization of financing instruments for the Union’s economies, the financial markets have been identified by the Union’s authorities as a preferred source of development financing. This decision established the regional financial market as one of the main sources of funding for the growing needs of member states.
With this in mind, with a view to boosting the Public Securities Market and providing States with all the necessary support, the WAMU Council of Ministers, by Decision N°CM/UMOA/006/05/2012, authorized the Governor of the Central Bank of West African States (BCEAO) to set up a regional agency to support the issuance and management of public securities of WAMU States called “UMOA-Titres”.
On the basis of this Decision of the Council of Ministers, the Governor of BCEAO proceeded to create UMOA-Titres (UT) on March 15, 2013, in the form of an international public establishment with legal personality and financial autonomy.
