The role of UMOA-Titres (“UT”) is to assist member states in mobilizing the resources needed to finance their economic development policies on the capital markets, at controlled costs.
As part of the modernization of financing instruments for the Union’s economies, the financial markets have been identified by the Union’s authorities as a preferred source of development financing. This decision established the regional financial market as one of the main sources of funding for the growing needs of member states.
With this in mind, with a view to boosting the Public Securities Market and providing States with all the necessary support, the WAMU Council of Ministers, by Decision N°CM/UMOA/006/05/2012, authorized the Governor of the Central Bank of West African States (BCEAO) to set up a regional agency to support the issuance and management of public securities of WAMU States called “UMOA-Titres”.
On the basis of this Decision of the Council of Ministers, the Governor of BCEAO proceeded to create UMOA-Titres (UT) on March 15, 2013, in the form of an international public establishment with legal personality and financial autonomy.
